12. Description. West Virginia Media, Holdings, LLC, licensee of WBOY-TV, Clarksburg, WV, and an applicant for a new satellite news gathering truck under FCC File No. SES-LIC-20060824-01508, Call Sign E060309, respectfully requests Special Temporary Authority to begin testing the new SNG facility, pending action on the application. The application was originally submitted on August 9, 2006, and was assigned FCC File No. SES-LIC-20060809-01337. That earlier application was dismissed without prejudice on August 16, 2006 by Letter From Scott A. Kotler, DA 06-1647, advising that additional information was required. The application was revised and resubmitted promptly to provide the requested additional information. The resubmitted application has been pending since August 24, 2006. Authorization is requested to begin testing the new SNG facility prior to grant of the resubmitted application, so that the facility will be ready to be placed in service immediately upon grant of the application. The facility is urgently needed for use in collecting remote news and information having direct and immediate impact on the public safety, health and welfare.
