Lorals earth station dperation shall be on a non—harmful interference basis, Le., Loral shall not eause harmfl interference to, and shall not claim protection from interference caused |d‘it by, any other lawfully operating earth station or satellites. 2.. In the event that any harmfulinterference occurs as a result of the carth station, Loral shall cease opérations immediately upon notification of such interference and shall inform the Gommission in writing immediately of such an event. 3.. Loralis prohibited fi;;n sending or receiving any Direct—to—Home (DTH) service, Direct Broadcast Satellite (DBS) service, or Digital Audio Radio Service (DARS) to or from the satellit@, 4. Loral is prohibited from sending or receiving analog video services or any PM video television serviges to or from the satellite. 5.. With reference to Article 18 of the ITU Radio Regulations, the United. States is not the "government :pf the country to which" the satellite "is subject," and is not acting. on behalf of dny other govemment.. . Loral is only authofized to provide communication services from the Loral Kapolei, Hawaii station that would communicate to points in WTO member countries within the sitelite footprint. .
