                                   Application for Earth Station Special Temporary Authority

              JUSTIFICATION FOR SPECIAL TEMPORARY AUTHORITY
PettoCom License Corporation (‘PetroCom") pursuant to the provisions of Section 25.120(b)3)
of the rules and regulations ofthe Federal Communications Commission (‘FCCor
"Commission®) hercby requests thatthe Commission grant it special temporary authority
(°STA®), for a period of sixty (60) days, beginaing July 19, 2006, to operate a satellte earth
station (the "Station") on an oil pltform designated CA—20B in the Gulfof Mexico (the
"Platform") prioto Commission processing of the application secking permanent authorization
ofthe Station."
PettoCom is a provider ofcellular telephone communications services in the Gulfof Mexico.
PetroCom uses a series ofsatellite faclities to back—haul the cellular traffic generated on its
network. Accordingly, PetroCom‘s abiltyto use satlliteearth station facilites is criical to ts
ability to provide cellular communications services, and critical to the customers that rely on the
availability of ellular servicein the Gulf of Mexico. PetroCom‘s customers in the Gulf of
Mexico are principally energy, oil and gas companies. The Station will allow PetroCom to
provide digital voice and data services to Platform personnel through the use of PetroCom‘s
cellular system.
ECC issuance of temporary authority will allow PetroCom to test and begin to provide criical
voice and data services to the Platform within the coordinated parameters of the proposed
operations. Because the Station will be the primary means of wireless communications on the
Platform, delaying testing until authorization poses a risk t the safety and health of personnel
onboard as well as to the environment in the event of an emergency. Customers use PetroCom‘s
communications network for a variety ofpurposes, including protecting the security ofoil and
natural gas facilities and operations from any potentil threats. As a result, the proposed
facilitieswill erve to improve homeland security by providing more reliable crtical
communications coverage where PetroCom does not provide service today. Hurricanes Katrina
and Rite provide recent examples highlighting the significance of adequate testing and expedited
deployment ofcommunications services.
Accordingly,the FCC is requested to isue STA to PetroCom, effective July 19, 2006, for a
period ofsity (60) days, so thatit may test and provide communications services to personnel
