       Mobile Satelite Ventures Subsidiary LLC (*MSV*) hereby requests that the Commission
designate the ex parte status o the above—captioned proceedings as "permit—but—disclose.""

Pursuant tothe Commission‘s rules, "[wJhere the public interest so requires in particular
proceeding, the Commission and it staffretain the discretion to modify the applicable exparte
rules by order, leter, or public notice." 47 C.FR. § 1.1200(a). These proceedings involve
appliations for Special Temporary Authority to operate earth stations in the United States using
an uncoordinated Inmarsat satelite in the L band. ‘The applications raise policy issues
concemning the management of L band spectrum, including complex technicalissues, which are
the same issues aised by similar previously filed applications currently pending before the
International Bureau to operate with an uncoordinated Inmarsatsatelite.* The Intemational

On March 22, 2006, the Satellite Division granted Mobile Satellite Ventures Subsidiary
LLC‘s request to designate MVS USA Inc.‘s ("MVS USA") earth station application that
secks special temporary authority to provide Mobile Satellite Services in the L—band with
Inmarsat‘s 4F2 satellte,to be located at 52.75° W.L., as "permit—but—disclose" for
purposes of the Commission‘s rules governing ex parte communications. See Motion to
Designate Proceeding as "Permit—But—Disclose," filed by Mobile Satellite Ventures
Subsidiary LLC on March 20, 206. We find that designating this MVS USA application
for special temporary authority as "permit—but—disclose" wl faciltate resolution ofthe
complex policy issues raised by the application. Thus, we designate IBFS File No. SES—
STA—20060316—00454 as "permit—but—disclose," effective March 22, 2006. See 47 C.ER.
§§ 1.1200(a), 11206 and 1.1208 note 2. This action is without prejudice to any
determination regarding the processing ofthe application
