This STA is desired and necessitated by New Skies Networks, Inc. for testing and operational purposes beginning on January 23, 2006 for a 30 day period. The application for this site was filed on December 13, 2005 and did not appear on Public Notice untilJanuary 18, 2006. The reason behind the time frame delayfrom fling of the application to acceptance for Public Notice is unknown and was beyond the contral othe applicant. This filing if for a routine licensed earth station (3.7 Meter) for operation in the standard Ku—band. Since thistime frame delay was not the result ofany action or inaction by the applicant and will presenttesting and operational delays beyond the control ofthe applicant,this STA will allow the applicant to meet the required windows for testing and operation of this facilty.
