       Mobile Satelite Ventures Subsidiary LLC (*MSV) hereby requests that the Commission
designate the ex parstatus othe above—captioned procceding as "permit—but—disclose.""
Pursuant tothe Commission‘s ules, "[Where the public interest so requires in a particular
proceedingthe Commission and its staffretainthe discretion to modifythe applicable ex parte
rules by order, leter, or public notice." 47 C.ER.§ 1.1200(a). This proceeding involves an
application for Special Temporary Authority to operate in the United States using an
uncoordinated Inmarsat satelite in the L band. The application raises policy issues concerning
the management of L band spectrum, including complex technical issues, which are the same
issues raised by similar previously filed applications currently pending before the International
Bureau to operate with Inmarsat—4 satelitesThe International Bureau has already designated
these previously filed applications as permit—but—disclose proceedings." A free exchange of

On December 29, 2005, the Satellite Division granted Mobile Satellite Ventures
Subsidiary LLC‘s request to designate Satamatics, Inc.‘s (*Satamaties") earth station
application that seeks special temporary authority ("STA") to provide Mobile Satellite
Services in the L—band with Inmarsat‘s 4F2 satellite, to be located at 52.75® W.L., as
"permit—but—disclose" for purposes ofthe Commission‘s rules goveming ex parte
communications. See Motion to Designate Proceeding as "Permit—But—Disclose," filed
by Mobile Satelite Ventures Subsidiary on December 27, 2008. We find that
designating the Satamaties earth station STA application as "permit—but—disclose" will
faciltate resolution ofthe complex policy issues raised by the application. Thus, we
designate IBFS File No. SES—STA—20051223—01790 as "permit—but—disclose," effective
December 29, 2005. See 47 C.F.R. §§ 1.1200(a), 11206 and 11208 note 2. This action
is without prejudice to any determination regarding the processing ofthe applications.
