Tevrorary Autnonity Call Signs: E020241 and E020242 Hughes Network Systems, Inc.(*HNS®)hereby requests an extension ofts current Special Temporary Authority (°STA") for u to 180 days to continue conducting transfer orbit, XIPS ascent, telemety, tracking and control ("TT&C‘) operations, and in— orbittsting for the SPACEWAY 2 satelite(cll sign S2133),from ts Canoga Park, California and Litleton, Colorado earth stations, Call Signs E020241 and E020242. The SPACEWAY satelites are among the fist, if not the firs, satlltes Kcensed by the Commission to be aunched and placed into orbit using TT&C links in he Ka— band. HNS‘s existing earth station authorizations include Commission approval for their use in support of transferorbt and TT&C operations. Boeing, however, has concluded that the authorizations do not include transmit power levels and carriers that ar adequate to ensure the absolute saféty of SPACEWAY 2, as wellasother spacecraft during the transfer orbit and in—orbit esting processes. Under these circumstances, the prudent course is to request temporiry use of enhanced operationallevels to supportthe intal phases of the SPACEWAY mission. SPACEWAY 2 was successfully Iunched on November 16, for deployment to the 99.2° W.L. orbital location. Pursuant to an STA, Bosing currently provides the services requested herein for SPACEWAY 2 from HNS‘s Canogn Park, Califomia earth station, and also has simiar authorization to use HNS‘s Liteton, Colorado earth station to provide backup and support services." The SPACEWAY 2 satellte was origially scheduled for launch in June, but was delayed due t a problem with another satelite scheduled to be launched as a co—passenger on the same launch vehicle. Accordingly,the XIPS ascent phase and inorbi testing cannot be completed within the trm ofthe original STA, which expires later this month. Accordingly, HNS respectfully requests that the Commission extend the current STA for a period ofup to 180 days to complete the process oftesting and delivering SPACEWAY 2 to ts licensed orbital location: ‘— See Rep.
