12. Description. Stratos Offshore Services Company ('Stratos Offshore') requests special temporary authority ('STA')for one-hundred twenty (120)days to operate up to thirty-five (35)Ku-band earth stations on board vessels('ESVs')in conjunction with Stratos's currently licensed 6.1m hub station, call sign E980235. The Ku-band ESVs granted under this STA will be used by FEMA, the National Guard and various oil companies in connection with the restoration and recovery efforts taking place in the Gulf of Mexico region in response to hurricanes Katrina and Rita. See Attachment A
