IWL Communications Inc DBA Caprock Servics‘s W Communications) November 11, 2005 request for
special temporary authority (STA), IBFS File No. SES—STA—20081 11 1—01557, S GRANTED to restore
communication services on the Vioska Knoll 826 (Neptune) Oil Patform to provide digita voice and data
services o ail latform personnel damaged by Hurricane Rita. Accordingly, TNL Communications is authorized
to aperate a C:Band fixed earthstation using a 2.4 meter C:band antenna. All operationsare on an unprotected
basis in accordance with the terms, condiions, and technical specifications st forth in the Commission‘s rulesthis
document, and the STA application.

4..This grantis limited t th authorization of an antenna structure that is exempt, pursuantto Section 17.14 of
the Commission‘s ules, from the Federal Aviation Administration (FAA) notifeation requirements. 47 C.F.R §
17.14, IWL Communications s instructed o review the rules concerming FAA notifcationcrierio. See 47 C.FR.
Part 17, Subpart B.
5. 1WCommunications shalltakeallnecessary measures to nsure that the antenna does otcreate potental
exposire of humansto radiofrequeney radiation in excess ofthe FCC exposure limits deined in 47 CFR.
1,1307(b) and 1.1310 wherever such exposures might occur. Measures mustbe taken to ensure compliance with
 limitsfor both occupationa/contralled exposure and for general populationtincontrlled exposr, as defined in
these rule sections. Compliance can be accomplishd in most cases by appropriaterestrctionssuch as fencing.
Requirementsforrestrictions can be determined by preditions based on calcultions, modeling or by feld
measurements. The FCCs OET Bullti 65 (availableoline at wwo.ooc/rsafty) provides information
on predicting exposure leves and on methods for ensuring compliance, including th use ofwaming and alering.

6. This STA may be trminated at the Iternational Bureau‘dicretion, without a hearing, ifcondiions warrant.

7. This grant is issued n accordance with emergency procedures put in lace to provide communications in areas
affected by the Huricane Katrina, Hurricane Rit, and/or Hurricanc Wilma. See Public Notices (rel.Sept. 1,

8. This grant is issued pursuant t Section 0.261 ofthe Commission‘s ules on delegated authority, 47 C.F.R. §
0.261, and is ffective immediately.
