                               ATTACHMENT

CONDITIONS


1) LMCO wishes to conduct the following test. All test signals will be
transmitted from the PanAmSat Galaxy XV GSO satellite at 150 deg W.

2) Testing will begin on or about November 16 to continue for 14 days.

3) The contact point for "stop buzzer", i.e., a person who can stop the test if interference
to GPS/WAAS or DME is detected, is Mr Dan Heil at 408-348-0795

4) For L1 frequency:

Based on an October 4 telecom between Dan Heil (LMCO), Tom Woods (NTIA), Eddie
Davison(NTIA), Robert Frazier(FAA), and John Cabala (Military Liaison to FAA) the
following are the characteristics of the L1 test
signal:

Each signal is a single CW tone, either fixed in frequency centered at the GPS L1 C/A
spectrum first or second null or swept quickly across the GPS L1 C/A frequency
spectrum.

The power to be transmitted is between 26.36 dBW and 21.36 dBW, except for a single
test where the fixed frequency is at full power, 36.36 dBW.

5) For L5 frequency:

Each signal is a single CW tone, either fixed in frequency at the GPS L5 spectrum center
or swept across the GPS L5 frequency spectrum.

The power to be transmitted is between 23.02 dBW and 18.02 dBW, except for a single
test where the fixed frequency is at full power, 33.02 dBW.
