12. Description. Journal Broadcast Corporation ('Journal') submits this application for special temporary authority for the immediate operation of a previously authorized transmit/receive earth station. Journal previously held a license (E950316) for a station at this location and recently discovered that the license had not been timely renewed due to an administrative oversight. This application does not involve any changes in the station's technical parameters. Grant of this application is in the public interest as it will enable Journal to continue to provide satellite transmissions of local news and weather information to the ABC Network and ABC Network station affiliates. Journal is concurrently filing a request for reinstatement of license with respect to E950316.

13. By checking Yes, the undersigned certifies that neither applicant nor any other party to the application is subject to a denial of Federal benefits that includes FCC benefits pursuant to Section 5301 of the Anti-Drug Act of 1988, 21 U.S.C.
