Conditions for Grant of Katrina—related STA request September 20, 2005 Loral SpaceCom Corporation (Debtor—in—Possession)‘s Sept. 20, 2005 request for special® temporary authority (STA) 1S GRANTED. Accordingly, Loral SpaceCom Corporation (Debtor—in—Possession) is authorized from Sept. 20, 2005 to Oct 19, 2005 to position 20 VSAT remotes (1.2 m) at various sites for use by FEMA in conjunction with itsrelief efforts. Loral will use the Telstar 14 in the 11.7—12.2 and 14.0—14.5 GHe bands using a Maximum Uplink Power Density of —14 dBW/4 kHz. Loral will be providing access out of its MT. Jackson earth station FCC Call sign: E030029 All operations will be on an unprotected non—interference basis in accordance with the terms, conditions, and technical specifiations set forth in the Commission‘s rules and this document. 1. Loral SpaceCom Corporation (Debtor—in—Possession) shall coordinate all of its operations so that no harmfulinterference shall be caused to any other laywfully operating satelltes or radiocommunication system. Loral SpaceCom Corporation (Debtor—in— Possession) shall cease operations immediately upon notification of such interference and inform the Commission in writing immediately of such an event. 2 Loral SpaceCom Corporation (Debtor—in—Possession) is required to accept interference from other lawfully operating satellites or radiocommunication systems. 3. Any action taken or expense incurred as a result of operations pursuant to this special authority is solely Loral SpaceCom Corporation (Debtor—in—Possession)‘s own risk. This grantis issued in accordance with emergency procedures put in place to provide communications in areas affected by Hurricane Katrina.
