                        Conditions for Grant of Katrina—related STA request
                                         September 7, 2005

  VIASAT‘s Sept. 7, 2005 request for special temporary authority (STA) IS GRANTED.

   Accordingly, Viasat is authorized from Sept. 7, 2005 to October 6, 2005 for a VSAT
 ~ having 1.8 meter hub in Carlsbad and up to twenty 1.2 meter remotes in the Gulf Area.
   Each has a maximum EIRP per carrier of 54 dBW, an emission designator 3M60G7D, a
   maximum input power density to the antenna flangeof —14 dBW/4kHz, and
   communicate with the Intelsat Americas—8 (8I9W) satellite in the 11.7—12.2 and 14.0—14.5
   GHz bands. The purpose of this request is to provide communications for FEMA with
   the Katrina aftermath relief. All operations are on an unprotected non—interference basis
   in accordance with the terms, conditions, and technical spemficatlons set forth in the
   Commission‘s rules and this document.                               &

  1. Viasat shall coordinate all of its operations so that no harmful interference shall be
  caused to any other lawfully operating satellites or radiocommunication system. Viasat
  shall cease operations immediately upon notification of such interference and inform the
  Commission in writing immediately of such an event.                                       |

 2. Viasat is required to accept interference from other lawfully operating satellites or
  radiocommunication systems.

  3. Any action taken or expense incurred as a result of operations pursuant to this special
  authority is solely at Viasat‘s own risk.

= =This grant is issued in accordance with emergency procedures put in place to
   provide communications in areas affected by Hurricane Katrina. See The International

   Impacted by Hurricane Katrina, Public Notice (rel. Sept. 1, 2005). To ensure that _
   the Commission has a complete record of the request and action taken, Viasat is directed
   to file an electronic version of its STA request submitted through IBFS as soon as       |
   possible.

  This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
  authority, 47 C.F.R. § 0.261, and is effective immediately.
