BBC News’s Sept. 13, 2005 request (as updated on September 19th ) for special temporary
authority (STA) IS GRANTED. Accordingly, BBC News is authorized from Sept. 19,
2005 to Nov 17, 2005 to provide news coverage of the Hurricane Katrina Aftermath
using 1.2 meter Temporary-Fixed Earth Station using the 11.7-12.2 and 14.0-14.5 GHz
bands only, Emission Designator 6M00G7W, Transmit Antenna Gain 43.2dBi @
14.0GHz. EIRP/carrier = 53.2dBW and Maximum EIRP density per carrier is 13.2
dBW/4kHz. The points of communication are ALSAT. All operations are on an
unprotected non-interference basis in accordance with the terms, conditions, and
technical specifications set forth in the Commission’s rules and this document.

1. BBC News shall coordinate all of its operations so that no harmful interference shall
be caused to any other lawfully operating satellites or radiocommunication system. BBC
News shall cease operations immediately upon notification of such interference and
inform the Commission in writing immediately of such an event.

2. BBC News is required to accept interference from other lawfully operating satellites
or radiocommunication systems.

3. Any action taken or expense incurred as a result of operations pursuant to this special
authority is solely at BBC News’ own risk.

This grant is issued pursuant to Section 0.261 of the Commission’s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately.
