Per our conversation I am sending you this email to explain the reasoning behind our
requesting the 2nd STA and a possible 3rd.

The original STA was for a customer we have that needed to support the Sea Launch
via a site in San Diego, CA. This launch has been delayed and they decided to install
the antenna and equipmentand use it for testing. The new dates are for 27 Sep - 27 Oct
2005 (30 Day Window) and they will request one extension to these dates. This is the
current launch window, but it may change, which is why we will resubmit for another new
STA because of the launch dates keep sliding.

All of the technical specifications & parameters are the same as the original STA. The
only change is the dates!

Your assistance in this matter would be very much appreciated. If you have any
questions please do not hesitate in calling or emailing me your questions/concerns. We
especially must advise our customer of the approval of this new STA!
