                            Grant Date: August 8, 2005


Loral Skynet Network Services, Inc.’s (Debtor-in Possession) (“Loral”) request for
Special Temporary Authority, File No. SES-STA-20050802-01018, IS GRANTED.1
Accordingly, Loral is authorized to operate an earth station in Kapolei, Hawaii (Call
Sign: E980250), using conventional C-band frequencies, 5925-6425 MHz Transmit
(V,H), 3700-4200 MHz Receive (V,H), to communicate with the Telstar 18/ Apstar V/
Tongasat satellite at (International designation:2004-024A) the 138° E.L. orbital location
for the period of August 17, 2005 to October 17, 2005 in accordance with the terms,
conditions, and technical specifications set forth in its application, this Attachment and
the Federal Communications Commission’s (“Commission”) Rules.


    1. Loral's earth station operation shall be on a non-harmful interference basis, i.e.,
       Loral shall not cause harmful interference to, and shall not claim protection from
       interference caused to it by, any other lawfully operating earth station or satellites.

    2. In the event that any harmful interference occurs as a result of the earth station,
       Loral shall cease operations immediately upon notification of such interference
       and shall inform the Commission in writing immediately of such an event.

    3. Loral is prohibited from sending or receiving any Direct-to-Home (DTH) service,
       Direct Broadcast Satellite (DBS) service, or Digital Audio Radio Service (DARS)
       to or from the satellite.

    4. Loral is prohibited from sending or receiving analog video services or any FM
       video television services to or from the satellite.

    5. With reference to Article 18 of the ITU Radio Regulations, the United States is
       not the "government of the country to which" the satellite "is subject," and is not
       acting on behalf of any other government. Operations of earth station call sign
       (E980250) are expressly conditioned upon that space station (or those space
       stations) having been licensed, within the meaning of Article 18, by the
       government, or on behalf of the government, of the country to which the station is
       subject.

6. Loral is only authorized to provide communication services from the Loral
   Kapolei, Hawaii earth station that would communicate to points in WTO member
   countries within the satellite footprint.

7. Loral is afforded 30 days from the date of release of this grant and authorization
   to decline this authorization, as conditioned. Failure to respond within this period
   will constitute formal acceptance of the authorization, as conditioned.

 9. Loral will accept any unacceptable interference from the DOD radiolocation
operations, including but not limited to Navy ships, and will manage its networks
accordingly.

 10. Loral is not entitled to protection from electromagnetic interference (EMI) from
DOD radiolocation operations and DOD will not have liability for, or responsibility
to       resolve,         case         of       EMI         in        this      band.

 11. Loral recognizes that it may choose, at any time, to install an RF filter before the
low noise amplifier, in the earth station receive "chain", which will limit potential
out-of-band                                                                 interference.

 12. Pursuant to footnote US 245, of the U.S Table of Frequency Allocations, these
frequencies    will    be   use    only    for    international  communications.

13. Loral acknowledge that the frequencies below 3600 MHZ are not allocated to the
Fixed Satellite Service (FSS) and will not seek authorization to operate below 3600
MHZ.

14. Loral acknowledge that coordination under US245 is accomplished on a case-by-
case basis and any agreement for this STA will not prejudice the coordination of any
future application. Therefore, future deployment of this or other FSS earth stations in
this band shall be subject to coordination.
