| 12. Description.
Pinnacle Sports Productions has filed to license a C-band transmit/receive earth station (File No. SES-LIC-20050609-00713)due to technical problems with their present service provider. Reliability problems have caused revenue losses when the distribution of Pinnacle's programming to the network is impeeded. Also, a competetive edge with other programmers and with advertisers is compromised by unreliable service. Therefore, Pinnacle Sports Productions requests a Special Temporary Authority (STA), to permit them to test and operate their earth station prior to the granting of the license. The granting of the STA will eliminate their reliability problems and permit them to provide network programming to their listners, which in both their interest and the public's interest.
