| 12. Description.
Recently, Panhandle Telecasting, LP, the applicant herein, filed an FCC Form 312 application seeking a license for a transmit and receive earth station (see FCC File No. SES-LIC-20050626-00824). While that application remains pending, the applicant respectfully requests special temporary authority (STA) to allow it to use this fixed earth station to transmit programming, as well as to receive programming. This facility is associated with a full power television station and is currently operated as a receive-only earth station, for which a license is not required. This station is used to receive national television network programming for broadcast on the local television station. Granting the requested STA to permit this earth station to both transmit and receive during the pendency of the above-referenced license application is in the public interest as it will facilitate the transmission of programming to a national network and improve the parent station
