  Dear Sir:

         On September 23, 2004, Loral Spacecom Corporation (debtor-in-possession) (“Loral”)
  filed the above-reference application for a special temporary authorization (“STA”). Upon
  review of the application, we are unable to determine with any certainty what authority is being
  requested. The application references potential communications with two satellites, the Hispasat
  1-C and the XTAR satellite and provides conflicting data (e.g. the orbital location of the
  proposed point of communication).

        Accordingly, the application SES-STA-20040923-0 1414, IS HEREBY DISMISSED as
  defective pursuant to 47 C.F.R. $25.1 12. These actions are taken pursuant to 47 C.F.R. 50.261.
