12. Description. This STA request is necessary to ensure essential support for the launch of the XTAR satellite. This is a new link that will be needed on or before October 4, 2004 in order to complete all preliminary testing of the earth station to ensure its readiness for the launch.The Hawley, PA earth station is the main control center for performing TT&C of the XTAR satellite and it is essential for the October 27, 2004 launch of the XTAR satellite to be located at 29
