5. Loral is only authorized to provide communication services from the Loral Kapolei, Hawaii earth station that would communicate to points in WTO member countries within the satellite footprint. Loral is afforded 30 days from the date of release of this grant and authorization to decline this authorization, as conditioned. Failure to respond within this period will constitute formal acceptance of the authorization, as conditioned.
