Dear Mr. Peace:

               Hughes Network Systems, Inc. (“HNS”) hereby amends its pending request for an
extension of the Special Temporary Authority (“STA”) pursuant to which HNS is transmitting in
the 14.5-14.51 GHz band using the VSATs licensed under the fourteen call signs listed in the
original request, See FCC File No. SES-STA-20040126-00158/00159.’ The purpose of this
amendment is to update the call signs that are the subject of this request.

                 The Commission has recently granted modifications to consolidate certain
authorized earth station antennas, including a number of authorizations included in this STA
request, into other HNS authorizations. As a result, a number of the facilities identified by the
call signs listed in the STA have been subsumed into other licenses, and a new call sign should
be added that includes antennas previously authorized under other call signs.

               The following call signs have been consolidated into call sign EOOO166,which is
already included in the original STA request:

                    E880787,E880788,E950472,E881 110, E881 111, E900192

The licenses for these call signs are being surrendered simultaneously with this request for
amendment. Therefore, this amendment deletes these call signs from the STA request.

The licenses for these call signs are being surrendered simultaneously with this request for
amendment. Therefore, this amendment deletes these call signs from the STA request.

               Additionally, HNS requests that call sign E940460 be substituted for the
following call signs that have been consolidated into E940460:

               E890427, E890428, E950471

The licenses for these call signs are also being surrendered on the date of this request for
amendment and are being deleted from the STA request. Instead, this amendment requests that
E940460 be added to the list of licenses to which the STA applies.

               This amendment does not change any of the technical information of the original
STA request. The technical parameters and the antenna sizes that were originally authorized
under this STA will remain the same. This amendment is merely an administrative update of the
call signs under which the antennas in question are authorized. Thus, the revised list of call signs
on Exhibit A for the STA request File No. SES-STA-20040126-00158 is as follows:

               E890629
               E940460
               E950473
               E990 170
               E000166

             Enclosed are a check payable to the Federal Communications Commission in the
amount of $900.00 to cover the requisite filing fee for these six call signs, and an FCC
Remittance Advice Form 159.

               For the foregoing reasons, HNS respectfully requests that the Commission extend
this STA as set forth in the extension request filed on January 26,2004. In the event there are
