12. Description.
Tri State Generation & Transmission Association, Inc. is installing a new VSAT network designed for telemetering Supervisory Control and Data Aquisition (SCADA) information to their Energy Management System (EMS). Since this is a new system, Tri State is applying for a Special Temporary Authority (STA) to permit testing to determine the compatability of the VSAT system with their Energy Management System. Assuming a successful test by early summer, Tri State will then be able to install their applied for remote sites to be operational before the winter season. The granting of this STA will be in the best interest of the public, since it will allow Tri State to test it's system, which monitors energy loads more effectively. It will also allow the VSAT system to be made operational upon the granting of the permanent license.
