Radio Training Network, Inc. ('RTN') is requesting special temporary authority to operate this fixed domestic satellite earth station (call sign E930399) for 180 days, pending the Commission's grant of a license for the station. RTN has filed an FCC Form 312 Earth Station Authorization for this station as well (file no. IB2004000136). It is in the public interest for the Commission to grant this application, pursuant to Section 25.120 of the Commission's rules, because RTN's radio broadcasting affiliates rely upon RTN's satellite earth station for receiving a majority of their programming and their ability to make emergency broadcasts through the Emergency Alert System.
