| 12. Description.
Skyview Satellite Networks electronically filed a license modification on October 23, 2003, for a C-band, transmit/receive earth station. The modification was not placed on public notice until December 17, 2003. The delay in processing the license modification has placed a strain on Skyview Satellite Networks' contractural obligations and planned growth associated with the licensing of this earth station. Therefore, they request a Special Temporary Authority to permit operations on their C-band, transmit/receive earth station, while the license modification is being processed.
