12. Description.
Applicant respectfully requests STA to commence operations of its transmit/receive fixed earth station prior to a license grant in FCC File No. SES-LIC-20030825-01162 (filed August 25, 2003). In support of its request, Applicant submits that its new earth station will be the new dedicated uplink for the Washington, D.C. news bureau for Applicant's parent companies (i.e. The Hearst Corporation ('Hearst') and Hearst-Argyle Television, Inc. ('Hearst-Argyle')) and all Hearst and Hearst-Argyle group stations. News feeds originating with the Hearst and Hearst-Argyle news bureau are integral parts of the news operations of all Hearst and Hearst-Argyle stations. Hearst and Hearst-Argyle group stations currently receive feeds from the Washington, D.C. news bureau through the services of a contractor uplink. As of October 2003, the uplink contractor will no longer be providing these uplink services to the Hearst and Hearst-Argyle news bureau. Investigation into other temporary measures for uplink services pending the grant of FCC File No. IB2003001579 has revealed that the daily 'spot' purchase of uplink services that would be required to maintain the Hearst and Hearst-Argyle group news operations would be unreliable. Accordingly, to ensure the timely and accurate delivery of critical news information to the public in all of Hearst and Hearst-Argyle's various television markets during the pendency of FCC File No. IB2003001579, grant of the instant STA request is necessary and is in the public interest.
