12. Description. Esatel seeks Special Temporary Authority to communicate with the Eutelsat Atlantic Bird 2 satellite at 8 degrees W.L. via the conventional Ku-band uplink and downlink frequencies prior to grant of underlying application File No. SES-LIC-20020920-01635. See Attachment 1 for Public Interest Statement.
