12. Description. Amoco is in the process of completing construction of an oil production platform in the Gulf of Mexico, the Offshore Nakika Platform. Construction and operation of the production platform will be supported by a C band satellite earth station that will serve as the primary means of communications for the production facility. Temporary use of the satellite communications capabilities is required to permit the exchange of large amounts of engineering data that is required to coordinate the safe placement of the platform at its ultimate offshore location
