                                    Public Interest Statement


         Pacific Video Resources (“PVR”) has completed its initial earth station equipment
tests by a sending a signal from its earth station transmitting equipment directly to its
earth station receiving equipment. Now, PVR wishes to confirm its operational readiness
to offer subscription video conferencing services to the public. In order to do this, PVR
must determine that its equipment can communicate with U.S. licensed satellites by
conducting technical trials. These trials will confirm that the alignment of PVR’s earth
station transmit/receive antennas is correct in relation to the U.S. licensed satellites with
which it seeks authorization to communicate.1 Each trial will consist of purchasing time
on a U.S. licensed satellite for transmission and reception of test signals. Specifically,
PVR will transmit test signals in its full 14000 - 14500 MHz of bandwidth (uplink) to a
U.S. licensed satellite. This satellite, in turn, will send responsive signals in selectable
frequencies2 within the 11700 - 12200 MHz bandwidth (downlink), which will be
received and monitored by an independent earth station facility for quality assessment.
The ultimate purpose of the technical trials is to confirm that PVR’s earth station
transceivers and related equipment are capable of communicating with U.S. licensed
satellites with an occurrence of error that is within commercially acceptable limits for this
type of service.
