                               Request to Accept Application

This Request to Accept Application is filed with the license renewal application for receive-only
earth station E040259 (the “Station”). The license for the Station expires June 3, 2019. Pursuant
to 47 CFR Section 25.121(e), a license renewal application must be filed no later than 30 days
prior to the expiration date. Because the 30th day prior to the expiration of the Station’s license
occurred on Saturday, May 4 (a weekend), the filing deadline was the next business day, or
Monday, May 6. 47 CFR Section 1.4(j).

On Monday, May 6, undersigned counsel attempted for many hours without success to access
the Commission’s MyIBFS system to submit the renewal application. The application was
drafted previously, but information regarding the licensee’s certifying officer was required to be
modified prior to submission. Counsel contacted the Commission’s Consumer & Governmental
Affairs Bureau in the afternoon on May 6, and after waiting on hold for a while the
representative I talked with advised me that I had to contact directly the International Bureau
to address problems with MyIBFS. He also provided me the telephone number to do so (202-
418-2222). The representative also mentioned that I was not the only person who had
experienced problems accessing MyIBFS that day. I then called the contact number for the
Bureau, receiving a voice mail message that no one was available. I left a voice mail message
explaining my problem and providing my contact information. I also sent an email message to
ibfsinfo@fcc.gov providing information about my inability to access MyIBFS, as instructed in the
voice mail message from the Bureau. I continued to try to access MyIBFS throughout the
evening without success, until approximately 10 p.m.

This morning I was able to access MyIBFS to complete the renewal application filing. I prepared
this Request to Accept Application to accompany the application, to seek leave to file the
application one day late because of the inaccessibility of MyIBFS as described above. The
inability to access MyIBFS yesterday precluded the filing of the application and was beyond the
applicant’s control. Acceptance of the application the next day will not cause any harm and is
not inconsistent with the purposes of the rules. To the extent necessary, a waiver of 47 CFR
Section 25.121(e) is requested for the Bureau to accept and process this application.
