                             PETITION FOR REINSTATEMENT

The Curators of the University of Missouri (the “licensee”) hereby respectfully submits this
petition pursuant to 47 C.F.R. § 25.163(a) for reinstatement and renewal of its registration for
domestic receive-only earth station E030201. Due to an inadvertent oversight, registration for
this station expired on September 15, 2018. Granting of this petition to reinstate the license will
serve the public interest, convenience and necessity because this earth station is vital for the
distribution of public programming over the licensee’s system and its registration lapse was a
one-time unintended error.

   A. Public Interest

The licensee respectfully submits to the Commission that renewal and reinstatement of this
station will serve the public interest, convenience, and necessity because of the programming it
offers its community and its consistent operational record. This station is an important
component of the University of Missouri’s radio broadcast system. In particular, this earth
station is vital to the distribution of KCUR-FM (Fac. ID: 14738, Kansas City, MO), which is the
primary National Public Radio station in the Kansas City metropolitan area, broadcasting across
large portions of Missouri and Kansas. Further, KCUR operates pursuant to the highest levels of
broadcast and engineering practices, and has consistently served the public with content of local,
national, and international importance. Despite its late-filed renewal, the continued operation of
this earth station is in the public interest.

   B. Inadvertent Error

Registration for station E030201 was granted on October 30, 2003. The due date for the
station’s renewal application was inadvertently calendared for October 2018 to reflect a fifteen-
year term to begin on the station’s grant date. In fact, the station’s term expired on the
anniversary of its registration’s filing date. Upon discovery of the expired registration, the
licensee immediately filed this application and petition. The licensee regrets this error and
respectfully submits to the Commission that this oversight does not reflect the general operating
practices of the licensee.

   C. Procedures to Ensure Timely Filing in the Future

This renewal mishap is a one-time error and the licensee has established clear and efficient
procedures so that such lapses do not occur in the future. The licensee currently and will
continue to regularly monitor the status of its authorizations and, if granted, will calendar this
renewal for the appropriate time, allowing for extra time to prepare and file the next term’s
renewal application.

For these reasons, the licensee respectfully submits that reinstatement of this station
authorization would best serve the public interest, convenience and necessity.
