Dortch, Secretary Federal Communications Commission 445 Twelfth St., SW., TW—A325 Washington, DC 20554 Re: Notice of Partial Consummation £080047 E890633 FCC File No. SES—ASG—20080624—00841 Dear Ms. Dortch: This letter is to notify the Commission that the above—referenced voluntary assignment of earth station licenses from Newport Television License LLC ("‘Newport") to High Plains Broadcasting, Inc. was partially consummated effective September 15, 2008. As the Commission is aware, this transaction included the assignment of wireless and non—wireless licenses as regulated by the Media, Wireless, and International Bureaus. Applications for the assignment of licenses were filed with the Media Bureau (See FCC File No. BALCT—20080519ACW et al.), the Wireless Bureau (See FCC File No. 0003484120), and the International Bureau (See FCC File No. SES—ASG—20080624—00841). On August 21, 2008, the parties to the application amended the Asset Purchase Agreement ("APA") to exclude several Media Bureau licenses and their associated broadcast auxiliary and earth station licenses. On August 22, 2008, the parties to the application filed an amendment to the then pending Media Bureaun assignment application to do the same. On August 25, 2008, the Commission consented to the International Bureau assignment application, which included www.pillsburylaw.com

September 18, 2008 Page 2 E080047, E890633, E000731, E070129, and E872066. However, EO00731, E070129, and E872066 are associated with the Media Bureau licenses which were recently excluded from the transaction. As a consequence, Newport will retain ownership of E00073 1, E0O70129, and E872066. Therefore, High Plains respectfully requests a partial consummation of the above referenced International Bureau assignment application to include only E080047 and E890633.
