                                                          File No. SES—REG—20081212—0 1602

    Dear Mr. Bjornson:

On December 12, 2008, CSC TKR, Inc. (CSC TKR) filed the above—captioned application to
register a C—bandreceive——only earth station. For reasons discussed below, we dismiss the
application as defective, without prejudice to refiling.‘

Section 25.112 of the Commission‘s rules, 47 C.F.R. § 25.112, requires the Commission to return,
as unacceptable for filing, any earth station application that is not substantially complete, that
contains internal inconsistencies, or that does not substantially comply with the Commission‘s
rules. CSC TKR did not submit the Frequency Coordination and Interference Analysis Report as
required by rule Section 25.203(c) of the Commission‘s rules, 47 C.F.R. §25.203(c). Therefore,
the application is incomplete and subject to dismissal.

Accordingly, pursuant to Section 25.112(a)(1) of the Commission‘s rules, 47 C.F.R.
§25.112(a)(1), and Section 0.261 of the Commission‘s rules on delegations of authority, 47
C.FER. §0.261, we dismiss CSC TKR, Inc.‘s application without prejudice to refiling.

                                                               Sincerely

                                                               AustA FetGec
                                                               Scott A. Kotler
                                                               Chief, Systems Analysis Branch
                                                               Satellite Division
                                                               International Bureau

‘ If CSC TKR, Inc. refiles an application in which the deficiency identified in this letter has been corrected
but otherwise identical to the one dismissed, it need not pay an application fee. See 47 C.F.R.§ 1.1109(d).
