EXHIBIT 2 (Page 1 of 1) DOCUMENTATION OF EXEMPTION FROM FAA NOTIFICATION REQUIREMENTS Scripps Broadcasting Holdings, LLC. Las Vegas, NV The facility proposed in the attached application is a cluster of satellite antennas permanently ground mounted. The largest satellite antenna in this cluster is a 7.3 meter parabolic reflector, with the center point of the dish mounted 4.3 meters above ground. With these antennas in operation with any of the domestic arc, permitted list satellites, the maximum operational height will never exceed 8.0 meters above ground. According the FCC TOWAIR utility, a 8.0 meter structure at this location would pass slope to any airport. Therefore, pursuant to Section 17.07(b) of the FCC Rules and Section 77.13 of the FAA Rules and Regulations, this downlink facility is exempted from FAA notification requirements. Carl E.
