Please go through the attached and make a note like use  �E� for existing, and  �mod� as for mod beside which  Site ID, Antenna ID is being added by this mod and send them back to me.   I have difficult time following through your application. � I don�t have a way to edit the pdf file, but here is what the application is for.

We have several antennas that are existing and we are only adding higher EIRP (E40) and higher data rates (E47, E48, E49).  Everything else for these antennas should be the same.

Remote9 � This should actually be Remote8 on the current license.  The Channel Master Type-180 (Remote8) and Type-183 (Remote9) both use the same reflector with a different back structure.

We are also adding new antennas.  These include additional 9.0M Hub antennas (HUB2) at 3 different locations and new remote antennas R32-R41.

 

Are the antennas/remotes you listed in the  Schedule B existing antennas?  Below are two screen shots from the application you filed. � R2-R31 are existing antennas and R32-R41 are new antennas.  The HUB2 antenna is existing on the license, but we are adding additional ones at 3 locations.

 

This proposal as shown in the screen shot below cannot be for Mobile Satellite Service, therefore  that designation will be removed. � I�m not sure I understand this.  The new AVL and TracStar antennas (R34-R40) are mobile antennas.  The other antennas are all fixed.

 

On page 32, the screen shot below  shows remotes  R2-R31  but there is no transmit antenna gain listed.   Are you adding these new remotes? � These remotes are existing antennas on the license but we are adding higher EIRP (E40) and higher data rates (E47, E48, E49).  If you need the antenna gains, I can provide them.

 

Did you ever coordinate with the National Radio Astronomy Observatory? � Yes, we have been working with them.

 

You don�t need to review the condition section H  as it will be updated accordingly. � Understood

 

I tried using your submitted RF rad haz study for those listed antennas in that study to compare against those antennas listed in the Schedule B to only find them missing from the RF rad haz study. � The Rad Haz survey only has the new antennas (R32-R41) and the additional HUB2 antennas.  Each antenna is 3 pages in the report (attached).  I am also providing an additional report for the existing antennas since we did increase the power.  I am sorry this has been so difficult.

I�m so sorry.  I just realized that the new Radiation Hazard report that I sent you was only the Hub antenna.  Here is the correct one with all the remote antennas as well (R32-R41).  These power values should match the license application.

The input power into the antenna flange value in the RF rad haz study must be the same as the value listed in item E38 of the Schedule B.   And they are not.   Some Tx gain for each antenna  listed in the Schedule B need to be from the RF rad haz study.     I am still going over the application and make sense of what you submitted.

I updated the Radiation Hazard report to reflect the power levels on the license application.  However, on some of the remote VSAT antennas the radiation does exceed the limit in the area around the antenna.  We want the increased power on these antennas to support some larger data rates for our customers, but the higher levels only reflect a small number of sites.  The typical power level we would use would be about half of this and would easily pass the radiation hazard.  How to I present this information on the license?

Further review of the r.f. rad haz report has revealed striking internal discrepancies between the transmit power at the antenna flange as listed in the RF rad haz studies and in the Schedule B  for all of the proposed added antennas. 

 

Here are screen shots of one of the pages from the exhibits  that I highlighted in yellow identifying the main concern.   The rad haz listed the transmit power at the antenna flange of 317.73 W while item E38 of the Schedule B listed  at 400 W.   I see this listing of higher input power inconsistencies exists throughout the applications.    The question in the Schedule B asks for the transmit power at the antenna flange, therefore, you must provide the value 317.73W not the 400W.   So you need to either correct the RF rad haz transmit power at the antenna flange to match the value in E38 or  correct the Schedule B to match the rad haz studies. 

 

In addition to correcting the transmit power at the antenna flange, E38, for each added antenna,  you must recalculate the total output eirp for all carriers, item 40, and correct item E48 for those maximum eirp per carrier of the corresponding transmit frequency, item E48,  to equal to item E40.
