He agreed the values were off and reworked the numbers. To operate a 250 kHz carrier in compliance with the 25.222 mask, he suggested an approximate 9 dB reduction in power is necessary. Thus, he said the EIRP would be 36.94 dBW (instead of 45.82) and spectral density would be 18.96 dBW/4kHz, which essentially matches your calculations (before power reduction).
