Exhibit C Response to Question 22 & 42a Per existing authorizations, the mobile earth terminals that are the subject of this modification application are authorized to communicate with both U.S. (ST-1, MSAT-2) and non- U.S. satellites (MSAT-1). As this application pertains only to MSAT-2, Ligado has answered the questions on Form 312 accordingly and consistent with past practice, in order to indicate this application pertains only to communications with a U.S. licensed satellite. This application does not alter any of the information previously submitted pursuant to 47 C.F.R. §25.137 or in response to Questions 22 or 42a, except to the extent stated in Exhibit C and the accompanying Technical Annex with respect to the proposed relocation of MSAT-2 to 106.5º WL.
