           DESCRIPTION OF MODIFICATION AND PROPOSED OPERATION

      Telesat Network Services, Inc. (“Telesat”) proposes to modify the 15 meter
antenna associated with the instant earth station in the following respects:

       1. Add Telstar 12 (“T12”), FCC Call sign 2462, at 109.2° W.L. as a point of
          communication in the extended Ku-band uplink frequencies 13750 – 14000
          MHz. See Exhibit A (coordination with the Navy Radar stations), Exhibit B
          (coordination with NRAO), and Exhibit C (Comsearch coordination).
       2. Add the following emission designators for the extended Ku band downlink
          frequencies 10950 – 11200 MHz and 11450 – 11700 MHz: 200KG7W and
          54M0G7W. See Exhibit C (Comsearch coordination report).
       3. Add the following emission designator for the Ku band uplink frequencies
          14000 – 14500 MHz: 600KG7W.

       Telesat acknowledges that pursuant footnote NG52 to the United States Table of
Frequency Allocations, 47 CFR 2.106, NG52, its use of the 10.95-11.2 GHz and 11.45-11.7
GHz extended Ku band frequencies is limited to: (i) international operations and (ii) in
the case of ESV, VMES, and ESAA stations, reception of FSS transmissions from
geostationary satellites, subject to the condition that these earth stations shall not claim
protection from transmissions of non-Federal stations in the fixed service.

        Further, operation in the extended Ku band 13.75-14.0 GHz will comply with
footnote US356 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106,
US356, which specifies a mandatory minimum antenna diameter of 4.5 meters and
requires that the maximum equivalent isotropic radiated power (EIRP) of any emission
be at least 68 dBW and not exceed 85 dBW.

       All previously authorized parameters remain the same unless changed herein.
