                        DESCRIPTION OF PROPOSED MODIFICATION
                             (Response to Question 43, Form 312)

          Pursuant to 47 C.F.R. § 25.117, HNS License Sub, LLC (“HNS”) seeks a modification

for a one-year extension, until July 13, 2018, of the required construction completion date for

five gateway earth stations (Call Signs E160065, E160066, E160067, E160068, and E160069)

licensed for feeder link communications with the planned Telstar 19 VANTAGE (“T19V”)

satellite at 63° W.L. 1

          Consistent with 47 C.F.R. § 25.117(e) and as verified by the attached Declaration, the

    requested one-year extension of time is justified by (i) circumstances beyond HNS control;

    and/or (ii) unique and overriding public interest concerns. Specifically, gateway feeder link

    communications with T19V will not be required until the satellite’s anticipated launch in the

    first half of 2018.2 Thus, requiring HNS to complete construction and commence operations of

    its five gateway earth stations prior to launch of the T19V satellite would result in unnecessary,

    wasteful expenditures and inefficient use of spectrum and other resources. Moreover, allowing

    additional time to complete construction of these earth stations will facilitate deployment of

    new U.S. gateway operations, which will enable HNS, a U.S.-headquartered company and the

    world’s largest satellite broadband provider, to expand its U.S. operations, thus contributing to

    the U.S. economy and creating additional U.S. jobs.3 Deployment of these new U.S. gateways

    also will support the provision of new consumer services using the T19V satellite, thus

    resulting in substantial public interest benefits, including enhanced competition, additional Ka-

    band capacity at the 63° W.L. orbital location, and additional options available internationally

    to consumers for high-speed broadband services, such as broadband Internet, video

    transmissions, and VSATs for maritime and aeronautical communications. 4

           Consequently, grant of the requested one-year extension of time to complete construction

    of the HNS gateways licensed for operations with the planned T19V satellite is warranted under

    the circumstances and will serve the public interest.

                                       DECLARATION

following is true and correct to the best of my current knowledge, information, and belief:

(1)    the foregoing Exhibit 1 (Description of Proposed Modification) has been prepared using

       facts of which I have personal knowledge or upon information provided to me; and

(2)    as stated in the foregoing Exhibit 1 (Description of Proposed Modification), additional

       time is required due to circumstances beyond HNS control, and these specified

       circumstances justify the requested one-year extension of time; and

(3)    as stated in the foregoing Exhibit 1 (Description of Proposed Modification), the requested

       one-year extension of time is justified by unique and overriding public interest concerns

       specified in the foregoing Exhibit 1.
