                                      Description of Application


          Viacom International Inc. (“Viacom”) hereby requests modification of its fixed Earth

station license, Call Sign E27071, to request formally a modification to antenna equipment,

update emission designators, and to change the polarization for one of its four authorized

antennas. No other modifications are proposed.

      A. Antenna Equipment

          Following a recent modification to the other antennas under Call Sign E2707, Viacom is

currently authorized under Call Sign E2707 for one Scientific-Atlanta Model 8016B fixed Earth

station antenna under Site ID 1, Antenna ID 1 to operate with Permitted List satellites in the

5925.0000-6425.0000 (Earth-to-space) and 3700.0000-4200.0000 (space-to-Earth) frequency

bands. In this Modification Application, Viacom formally requests authorization for this

equipment at Site ID 1, Antenna ID 1 in accordance with §25.118. The Scientific-Atlanta Model

8016B is electrically identical to the originally authorized Scientific-Atlanta Model 8007.

      B. New Carrier Codes and Polarization

          Viacom requests to change the authorized emission designators for Antenna ID 1 from

36M0F3F to 36M0G7F and that the polarization for Antenna ID 1 be changed from linear to

circular. The maximum EIRP density of the requested carrier, 36M0G7F, is less than or equal to

the maximum EIRP density of the currently licensed power on this Call Sign, and, accordingly,

frequency coordination is not required.

   C. Radiation Hazard Analysis

       Radiation hazard analysis for Antenna ID 1 has been carried out in compliance with the

methods described in the Office of Engineering and Technology Bulletin No. 65. The results are

provided in Exhibit B to this application.

   D. Form 312 and Schedule B

       The Form 312 and Schedule B contains all of the information that is required by Section

25.118(a) of the Commission’s Rules. Viacom provides only the information necessary to show

the modifications requested for Antenna ID 1 under the E2707 authorization described herein; no

changes are requested to Antenna IDs 2, 3 or 4. To the extent necessary for the Commission to

process this application, Viacom incorporates by reference additional information as it was

provided with the relevant underlying license and modification applications for this facility.
