INFORMATION ON USE OF NON-U.S. LICENSED SATELLITES

Under GUSA Licensee LLC’s (“Globalstar USA’s”) proposed modified blanket license (Call sign
E970381), Globalstar USA’s mobile earth stations would communicate with the same non-U.S.
licensed satellites as currently authorized under station E970381: Globalstar, Inc.’s second-
generation NGSO MSS satellites licensed through the Republic of France (Globalstar 2.0, ITU
Name HIBLEO-X).1 The instant modification application does not address issues specifically
pertaining to Globalstar USA’s authority to communicate with these French-licensed MSS satellites.
