                           Response to FCC Form 312, Questions 27 and 43

        Pursuant to Section 25.117 of the Commission’s rules, 47 C.F.R. § 25.117, U.S. Satellite
Corporation (“USSC”) seeks this modification solely to change the regulatory classification of
this earth station to non-common carrier only.

        USSC has generally not operated this earth station on a common carrier basis. As such,
the change in regulatory status will not result in the discontinuance of service to existing
customers. USSC nevertheless has notified all of its customers about its change in regulatory
status and has taken steps to ensure that its business services emulate those of a non-common
carrier. Simultaneous with this filing, USSC is modifying all other applicable earth station and
VSAT authorizations to reflect this change in regulatory status.

       This request does not involve changes in technical parameters,1 and grant of this
modification would conform the authorization to current operational demands. Therefore, the
requested modification is unquestionably in the public interest.

  Regarding Question E18 on Schedule B, USSC has answered “Yes” to whether frequency coordination is required.
Although frequency re-coordination is not required, coordination of frequencies was initially required (and
subsequently renewed) for this earth station. This earth station has been under continuous coordination, all
technical parameters of which have been previously approved by the Commission. Nevertheless, a copy of the
frequency coordination report is attached as an exhibit to this application. Again, the only change within this
modification is to change the regulatory classification of this earth station to non-common carrier.
