ATTACHMENT 1 Response to FCC Form 312, Questions 27 and 43 Pursuant to Section 25.117 of the Commission’s rules, 47 C.F.R. § 25.117, U.S. Satellite Corporation (“USSC”) seeks this modification solely to change the regulatory classification of this VSAT to non-common carrier only. USSC has generally not operated this VSAT on a common carrier basis. As such, the change in regulatory status will not result in the discontinuance of service to existing customers. USSC has nevertheless notified all of its customers about its change in regulatory status and has taken steps to ensure that its business services emulate those of a non-common carrier. Simultaneous with this filing, USSC is modifying all other applicable earth station and VSAT authorizations to reflect this change in regulatory status. This request does not involve changes in technical parameters, and grant of this modification would conform the authorization to current operational demands. Therefore, the requested modification is unquestionably in the public interest.
