                                                                                   Form 312
                                                                                 Attachment

Rockwell Collins Satellite Communications Systems, Inc. (RCSCS) hereby submits this
notification of a minor modification to its satellite earth station authorization, call sign E030197,
to correct a typographical error in the figure for the maximum total input power at the antenna
flange for the CCT-90 antenna. The license currently provides that the maximum total input
power is 4.0W, a figure which does not match the figures for maximum antenna gain and
maximum aggregate output EIRP.

Under Part 25.118(a)(2)(iv) of the Commission’s rules, a licensee may make a change to
its authorized earth station equipment without prior Commission approval provided “[t]he
maximum power and power density delivered into any antenna at the earth station site shall not
exceed the values calculated by subtracting the maximum antenna gain specified in the licensed
from the maximum authorized e.i.r.p. and e.i.r.p. density values.”

The CCT-90 antenna has a maximum antenna gain of 38.2 dBi at 12.2 GHz and 38.1 dBi
at 14.25 GHz. The maximum aggregate output EIRP for all carriers is 54.1 dBW. Our
calculations indicate that, based on these numbers, the maximum total input power at the antenna
flange should therefore be 16 dBW or 40 W:

CCT-90 Maximum aggregate output EIRP for all carriers = 54.1 dBW

       CCT-90 EIRP = Pout + Antenna Gain

Pout = EIRP - Antenna Gain

       Pout = 54.1 dBW - 38.1 dBi = 16 dBW = 40 W

By this application, RCSCS notifies the Commission that its CCT-90 antennas have a
maximum total input power at the antenna flange of 40W.

To the extent necessary, RCSCS also requests a waiver of Part 25.118(a) of the
Commission’s rules requiring notification within 30 days of a minor modification, as this
modification is to correct an error that was only recently discovered and does not reflect a change
in the actual operating parameters of its CCT-90 antennas.
