SUBJECT:                       Review of Application to Federal Communications Commission
                               for Earth Stations in the Range 1610—2500 MHz Considered to be
                               Routine (Amtech Systems LLC to reduce the authorized number of
                               MET‘s to 350 half—duplex terminals from 2500 terminals (File No.
                               SES—MOD—20120319—00279, call sign E990316)

The informal IRAC group ("Group") formed to consider applications to the Federal
Communications Commission ("Commission") for earth stations in the mobile—satellite service
(MSS) in the range 1610—2500 MHz has reviewed the attached applications.‘

As a result of their deliberation the Group has determined that these applications can be
considered "routine". The term "routine" implies that there are no policy issues that need to be
considered by the IRAC. This includes the fact that i) no waiver to national table, e.g., US308 or
US309, is required; ii) the applicant complies with out—of—band requirements in the
Commission‘s rules; and iii) the operations are limited to communications with satellites (earth
stations are not capable of providing MSS ancillary terrestrial component or dual—mode MSS
satellite and integral terrestrial capability). Any applications not considered to be routine will be
placed on the IRAC agenda for the Commission to submit a draft authorization for consideration.

The IRAC has no objections to the MSS earth station application in the range 1610—2500 MHz.

Applications to Federal Communications Commission for Earth Stations in the Range 1610—2500
                             MHz Considered to be Routine*


Amtech Systems LLC filed an application to modify the current license of satellite earth station
(File No. SES—MOD—20100414—00444, call sign EO30120) to reduce the authorized number of
mobile earth terminals (MET‘s) to 350 half—duplex terminals from 2500 terminals and to extend
the license term for an additional two years, until July 2, 2014. Other than this change, Amtech
Systems LLC will operate its MET‘s in a manner—consistent with the technical parameters
described in the current authorization." The application requests authority to communicate with
the AMSC—1 (a.k.a. MSAT—2), MSAT—1, INMARSAT—3F4 (142 W.L.), INMARSAT—4F2 (52.75
WL), and all satellites on the ISAT List in the bands 1530—1544 and 1626.5—1645.5 MHz. The
applicant indicates that its shut—off time is less than 3 seconds. The applicant for the application
listed below does NOT require any waivers and the FCC did not identify any policy issues;
therefore, the following application can be treated as "routine" for L—Band coordination purposes:
