                    Response to Question 43, FCC Form 312

Intelsat License LLC (“Intelsat”) herein requests modification of its earth station license,
call sign E990323, to add a new point of communication in order to conduct telemetry,
tracking and control (“TT&C”) operations with the DIRECTV-1R satellite (call sign
S2848) at 109.8˚ W.L. DIRECTV-1R is currently drifting from orbital location 72.5˚
W.L. to 109.8˚ W.L.1

This modification seeks to add the authority to communicate with the DIRECTV-1R
satellite after it reaches its final location of 109.8˚ W.L. Intelsat understands that
DIRECTV has already applied for authority to relocate its DIRECTV-1R satellite to
109.8˚ W.L. Accordingly, this modification request is for communicating with a satellite
that is presumed to be U.S. licensed. The relevant modification sought is shown in
Exhibit B of this application.

The emission designators and coordination information in the current license adequately
cover operations with the new point of communication sought in this modification
request. All other parameters of the current license remain unchanged.
This application does not entail any material change to the existing “transmit and
receive” parameters of earth station E990323. Only a new point of communication is
being added. As such, Intelsat does not include a Schedule B covering parameters
already in the license. To the extent necessary, the Schedule B information previously
provided is incorporated by reference, as amended by the information for the new point
of communication shown in Exhibit B of this application.
