DECLARATION OF CHRIS HETMANSKI I, Chris Hetmanski, hereby declare as follows: 1. I am employed by Vizada, Inc. ("Vizada"). My title is Chief Technical Officer. In that capacity, I manage the operations of Vizada‘s earth stations in Southbury, CT and Santa Paula, CA. — 2. I have read the Cobham SATCOM, SeaTel, Inc. July 28, 2010 Declaration regarding compliance of Sea Tel Earth Station on Vessels (ESV) antennas with the requirements of the FCC‘s ESV Rules. 3. I am aware that, in order to meet the off—axis EIRP spectral density limits defined in Section 25.222(a)(1)(i) with an N value of 1 the Input Power spectral density to the Sea Tel 0.75 Meter Ku Band Model USAT—30 antenna system must be limited to —21.6 dBW/4kHz. 4. Vizada will take all necessary steps to ensure that the input power to the antennas is limited in the manner described above. Vizada will ensure that the specified power spectral density is not exceeded by using the appropriate modulation and coding. Vizada will also monitor absolute power levels, either directly through its hub earth stations or by working with the satellite operators.
