SUBJECT:                      Review of Application to Federal Communications Commission
                              for Earth Stations in the Range 1610—2500 MHz (GeoLogic
                              Solutions, Inc.; File No. SES—MOD—20110722—00850, call sign
                              E900081)

The pending application from GeoLogic Solutions, Inc. (Geologic) seeks to modify the current
GEOLOGIC license that currently expires September 30,.2011 to extend the table of allocations
waiver for an additional two years. The Table of Allocations waiver has been previously
considered by the IRAC and the situation remains the same however less terminals are now
requested (19,000 rather than the previous 30,000 units) and the applicant only seeks to operate
in the upper L—Band (1646.5—1660.5 MHz Earth—to—space and 1545—1 559 MHz space—to—Earth).
The terminals exceed the 3 second shut—off time but they only communicate with LightSquared
satellites (not Inmarsat satellites) providing MSS services (i.e., not ATC). As a result of
deliberation, the Group determined that these applications can be considered "routine". The term
"routine" implies that there are no policy issues that need to be considered by the IRAC. This
includes the fact that 1) no waiver to national table, e.g., US308 or US309, or US315, is required;
1i) the applicant complies with out—of—band requirements in the Commission‘s rules; iii) and the
operations are limited to communications with satellites (earth stations are not capable of
providing MSS ancillary terrestrial component or dual—mode MSS satellite and integral terrestrial
capability). Any applications not considered to be routine will be placed on the IRAC agenda for
the Commission to submit a draft authorization for consideration.

The IRAC has no objections to the attached MSS earth station applications in the range 1610—
2500 MHz.

Applications to Federal Communications Commuission for Earth Stations in the Range 1610—2500
                             MHz Considered to be Routine‘


This application seeks to modify the current license of earth station E900081 to permit GeoLogic
to operate its authorized half—duplex MET‘s in the upper L—band (1646.5—1660.5 MHz Earth—to—
space and 1545—1559 MHz space—to—Earth) until September 30, 2013. Geologic no longer
requires use of the lower L—band allocations (1626.5—1645.5 MHz earth—to—space and 1530—1 544
MHz space—to—earth) and is seeking a 2 year extension of its current authorization granted under
SES—MFS—20100916—01 164. Previously authorized technical parameters remain the same. The
total number half—duplex MET‘s are reduced from 30,000 units to 19,000 units. GeoLogic seeks
to continue operating VISTAR Telecommunication, Inc half duplex terminals which is in the
public interest because it will enable continued service to existing customers to fulfill important
public safety needs and homeland security efforts without disruption. The Exhibit B of the
Application provides data that reflects diminishing probability of interference from the previous
(SES—MFS—20100916—01164) authorization that was previously coordinated.
