$Attachment A Description of Modification WB Holdings 1, LLC (“WildBlue”) files this application to modify its current authorization to (1) add the 30 MBd symbol rate for all three associated antennas facilities included in the license; and (2) change the polarization on the GES-1-B antenna to Left and Right Circular polarization. The Form 312, Schedule B includes only the Particulars of Operations that are being added or changed. All other licensed parameters, including the maximum EIRP density, will remain the same. The addition of an increased maximum symbol rate of 30 MBd using an emission designation of 30M0G7W is associated with a higher maximum EIRP/Carrier. However, the maximum EIRP density of the antenna will remain unchanged. Therefore, there is no increase in the potential for interference, and thus, no coordination with adjacent satellites is required for the proposed modification. The GES-1-B antenna is a spare antenna that serves as a back-up for the two other antennas at this site. GES-1-A transmits in left-hand circular polarization, and GES-1-C transmits in right-hand circular polarization. Thus, the back-up operations on GES-1-B must employ both right- and left- hand circular polarization. The correction to the polarization of the existing carriers on the GES-1-B antenna at the licensed facility reflects the actual parameters under which this antenna operates. WildBlue discovered this oversight in the course of preparing the application for modification of the new emission designator. Because the GES-1-B antenna operates at a lower maximum EIRP and lower maximum EIRP density than the other antennas licensed at this site, frequency coordination is not required. The modification to the polarization of the GES-1-B carriers is a minor modification in accordance with Section 25.118 of the Commission’s rules. DC\1447721.1$
