Dear Mr. Blaise:

Reference is made to your conversation with our counsel Douglas Jarrett regarding Conditional
Authority for operation of our CSAT system consistent with the referenced application that
appeared on FCC Public Notice on April 20, 2011.

This is to confirm that each earth station (hubs and remotes) in this CSAT system will only
transmit/receive on a single 20 MHz pair at any point in time consistent with Section 25.115 (c)
(2) (i) (C) of the Commission‘s rules and the CSAT Report and Order, 13, FCC 01—174, (rel.
May 25, 2001). A copy of this letter will be submitted in IBFS and associated with the
application.
